Waterfront was built by Hubbard & Morrissey Construction Company of St. Louis and placed in service in 1994 by Argosy Gaming Company as a restaurant and entertainment facility to support the first riverboat casino in the State of Illinois, the Alton Belle Casino. At the time, all gaming was required to take place on a cruising riverboat, so the facility was placed in service as a multi-use building. The first level contained a "high rollers" lounge, gift shop, ticketing area, offices and a banquet room. The second level had another banquet room,
off-track betting parlor and showroom. The third floor also had a banquet facility, as well as a kitchen, buffet and fine dining restaurant.
Waterfront was in service through 2000, when Argosy placed in service larger restaurant and entertainment facilities to meet the Alton casino's growing needs. At that time, Argosy moved the facility to Wood River, IL where it was moored and maintained for Argosy for just under two years.
In early 2002, the facility was sold to a private entity. At that time, contractors, marine surveyors and designers were hired to completely renovate the interior and the mechanical systems (HVAC, electrical and plumbing) over a 4 year period. A full kitchen facility was added to the first deck, as well as a service elevator adjacent to the new kitchen. Additionally, ABS Consulting was engaged to perform a marine survey of the hull. A naval architect performed trim, incline and stability analyses on the vessel. As a consequence of these surveys and analyses,modifications were made to the hull to upgrade the safety and stability of the facility.
The floating facility was again placed in service in June of 2006. The vessel complies with all mandates of the American Bureau of Shipping. A marine survey is availble for review.
